Fishing with kids: licenses and a first kit
Child license exemptions we have already verified in Texas, Ohio, Minnesota, Virginia, and Indiana, plus a simple first-trip kit.
Updated 2026-10-31Gear on this pageA child with a rod is the easiest way to spend a morning outside, and the license question is the part families get wrong. The age that skips a license is not a national number. It is a line in each state’s rules, and the line for a resident child is sometimes different from the line for a child visiting from another state. This guide repeats only the child exemptions we have already checked against agency pages and published on our license guides. It does not add new ages, prices, or seasons.
The comparison pages, with their own verification dates, are short-term or annual nonresident licenses (checked Oct. 26, 2026) and do you need a trout stamp (checked Oct. 27, 2026). If either page disagrees with the agency, the agency wins. Youth and senior license ages for all five states, re-read from the agency pages on Nov. 2, 2026, are side by side in at what age do you need a fishing license.
The exemptions we have read
These sentences match the guides above. They are about the five states with hubs on this site: Texas, Ohio, Minnesota, Virginia, and Indiana. They are not a national chart.
Texas. Nonresidents under 17 do not need a fishing license. That is the nonresident exemption we recorded. It does not, by itself, describe every resident youth product Texas sells.
Ohio. No one under 16 needs a fishing license. The nonresident guide states that as a general rule, not only a visitor rule.
Indiana. Nonresident youth 17 or younger are exempt from the fishing license, in the wording of our nonresident guide. The trout-stamp guide, reading the same state’s license material, says residents and nonresidents under 18 are exempt from both the fishing license and the trout/salmon stamp. “17 or younger” and “under 18” describe the same birthday. On Indiana free fishing days, the trout guide says residents need neither a license nor the trout/salmon stamp.
Virginia. Nonresident children under 16 do not need a fishing license, according to the nonresident guide. The trout guide says residents and nonresidents under 16 are exempt from the fishing license and the trout license. Virginia’s free days are a separate waiver. The 2026 digest, as we quoted on the trout page, says the trout license is not required on free fishing days, while fee fishing areas still charge their own daily permit.
Minnesota. Nonresidents under 16 may fish under a parent’s license or buy a $5 nonresident youth license. That $5 figure is the one in our nonresident guide, from the Minnesota DNR license list. The trout/salmon stamp is a different product: anglers under 18 are exempt from it, along with some other groups listed on the trout-stamp guide. A child who does not need the stamp can still be fishing water with its own length and bag rules.
If you are about to travel, open the state hub and the fee ranking rather than trusting a memory of “kids fish free”:
We have not published youth exemptions for the other 45 states. The source registry names the agency to ask.
A waived license is not a waived limit
This is the mistake that causes arguments at the cleaning table. If a child may fish without buying a license, the child may still have a daily bag and a minimum length. Those numbers are per the regulation, not per the receipt you did not have to buy.
Look up the fish you might catch. A farm pond stocked with bluegill and bass is still, on public water, a bass limit and a sunfish limit. Our pages currently cover largemouth bass, walleye, trout, catfish, crappie, northern pike, yellow perch, and bluegill and other sunfish. Start at fishing limits and open the state. The terms are explained in how to read bag and size limits. Measure with a board, not with a guess, using how to measure a fish.
On a free fishing day the same idea holds. The day waives the license for the people the agency names. It does not, on the states we have read, throw out size and bag limits. Who qualifies is the part to read twice. Texas has described its free day as open to everyone. Other states in our set describe resident-only days or days aimed at adults fishing with children. The verified dates and the “who” line are on the free fishing days hub and in free fishing days, explained. We do not repeat dates in this article, because a date without the “who” line is how families drive to a lake that is not free for them.
What to put in the child’s hands
The first trip should be short and close to the car. A spincast rod, a bobber, a small hook, and a worm or a piece of bait the child can see are enough. You are teaching a cast and a bite, not covering water. Our free fishing day gear list is the same idea for adults who are new.
A few things matter more than another lure:
- A hook remover and pliers. Children hook their own shirts. You want the hook out without a scene.
- Sunscreen and insect repellent. Reapply them. A two-hour trip in July is a burn.
- A drink and a snack that are not in the tackle box. Hungry kids stop caring about the bobber.
- A measuring board if you might keep a fish. Letting a child keep a short fish “just this once” teaches the wrong rule.
- Wet hands if a fish will go back. The release guide is written for any angler. It applies when the fish is eight inches and the angler is eight years old.
Life jackets are a boating question. We have not published a state-by-state life-jacket law. If you will be in a boat, read the state boating agency before you leave. On the bank, the National Weather Service still says not to walk in flood water. See stream wading safety. A child should not wade a current an adult would not cross.
Trout, stamps, and “we’re only fishing an hour”
Trout are the species that adds a second piece of paper in some of these states and not in others. Texas and Ohio, on the license tables we read, do not list a trout stamp. Minnesota and Indiana do. Virginia uses a trout license on designated waters during part of the year. The hours you plan to fish do not erase that. An hour on a designated Virginia trout stream in November is still trout season for the license. The full comparison is the trout stamp guide, and the limits are on trout by state.
After the trip
Count the fish before you leave the parking lot. Clean mud and plants off boots and nets so the next pond does not inherit whatever was in this one. The federal clean, drain, and dry steps are in that guide. If you kept fish to eat, get them cold. The Food and Drug Administration’s storage times are in keeping fish cold.
If a youth rule on this site looks wrong, send the page address and the agency link to [email protected]. Do not rely on a bait-shop version of the age cutoff when the agency page is one tap away. How to check a regulation yourself is the routine we use.
The product links below are a starter kit: a spincast combo, bobbers, a hook remover, sunscreen, and repellent. They are optional. A child can learn on a borrowed rod. The license question cannot be borrowed from another state’s rules.
Questions people ask
Do kids need a fishing license in every state?
No. In the five states we cover, the age cutoff is not the same, and resident rules are not always the same as nonresident rules. The exemptions below are the ones we have already published from agency pages. Read the state page before a trip.
Does a free fishing day cover children and adults?
It depends on the state. Some free days are for everyone, some are for residents, and some are only for adults fishing with children. Dates and who qualifies are on our free fishing days hub, not in this guide.
Do bag limits still apply to a child who does not need a license?
Yes, unless the agency says otherwise. A license exemption is not a bag-limit exemption. Measure and count fish the same way you would for an adult.

A first outfit a child can cast
A spincast combo, a few bobbers, and a hook remover are enough for a first hour on a pond. Sunscreen and insect repellent matter as much as the rod, because a sunburned or bitten kid is done fishing before the fish are. None of this replaces a license decision.
